Can a senior Government official or a past one confirm that communications to a Minister are always accepted as being confidential and contents may not be publicly disclosed without the sender’s prior agreement or approval?
Surely it is unacceptable for Ministers to talk confidential business of potential investors without their approval?
Another issue Ministers accepting to meet with clearly potential bidders to a Government RFP-Tender prior to the publication of the RFP-Tender worse sometimes meeting then discussion takes place as to format acceptable to the investor prior to the RFP-Tender being published giving rise to the criticism that the RFP-Tender was drafted to suit that party who met the Minister months prior to.
Confidentiality of communications must be guaranteed secrecy not only of content but very much of who, the proposer named.
Foreign and local Investors expect - must be guaranteed that of a Minister.

Where did this letter writer get this idea that letters and communications to cabinet ministers or senior government officials were confidential? I have seen little to no evidence of this in the past. Strange idea altogether.
