They fail to present to the public and fail to be honest about the end objective, and the bills when enacted are failures in themselves! Incompetence coupled with hidden agendas, foreign unelected masters, IMF, OECD, WTO, EU, and a dozen others, all holding up "standards" to be adopted and adhered to, but we completely ignore our own existing laws and regulations.
