FINANCE Minister K Peter Turnquest suggested the government was blindsided by the European Union’s decision to blacklist the country for being a tax haven, adding it was “disappointed” to learn of the move in light of having been engaged with the European Union on listing criteria as late as last week.
He said last December, the Bahamas signed onto the inclusive framework for the implementation of the Base Erosion Profit Shifting initiative with the the Organisation for Economic Co-operation and Development (OECD).
This was to solidify the Bahamas’ international commitment to comply with measures to avoid tax planning strategies used by multinational companies to exploit gaps and mismatched in tax rules to artificially shift profits to jurisdictions where there is low or now actual economic activity.
The decision, taken by EU tax experts, is expected to be endorsed by EU finance ministers at a regular monthly meeting on Tuesday, when the 28 EU governments are also expected to delist Bahrain, the Marshall Islands and Saint Lucia, CNBC has reported.
“The Bahamas is disappointed to have learned that the EU Code of Conduct Group (COCG) will be making a recommendation to the Council of the European Union next week to include The Bahamas on the EU List of non-cooperative jurisdictions for tax purposes,” the deputy prime minister said this evening in a press statement. “Throughout this process, The Bahamas has consistently been engaged with the OECD and the COCG on the EU listing criteria – including as late as last week. Therefore, this latest move is particularly surprising to us.
“In December 2017, The Bahamas signed onto the Inclusive Framework for the implementation of the Base Erosion Profit Shifting (BEPS) initiative with the OECD. This solidified our international commitment to comply with measures to avoid tax planning strategies used by multinational companies to exploit gaps and mismatches in tax rules to artificially shift profits to jurisdictions where there is low, or no actual economic activity. As of March 2018, a total of 113 countries and territories have joined the BEPS inclusive framework.”
The statement continued: “The Bahamas has taken immediate steps to reiterate its commitment to the European Union with respect to the non-facilitation of offshore structures and arrangements in the jurisdiction aimed at attracting profits without real economic substance for the purpose of profit shifting. Legislation is currently being drafted to give effect to the implementation of the BEPS minimum standards and to address gaps in our current regulatory regime identified by the COCG. We anticipate that this legislation will be laid in the House of Assembly by April 2018.
“Discussions were held today with the COCG represented by the Chair supported by the General Secretariat of the Council and assisted by the EU Commission, responding to their specific concerns, followed by formal letter. We believe the discussions were positive and remain hopeful that our efforts to address their concerns will result in the favourable consideration of The Bahamas as a cooperative tax jurisdiction.”
He said the government will continue to demonstrate its commitment to international regulatory standards and initiatives thereby ensuring that the Bahamas remains a clean, compliant and cooperative jurisdiction.
This comes after a CNBC report circulated that the Bahamas along with the US Virgin Islands and St Kitts and Nevis are set to be added next week to an EU blacklist of tax havens.
The decision, taken by EU tax experts, is expected to be endorsed by EU finance ministers at a regular monthly meeting on Tuesday, when the 28 EU governments are also expected to delist Bahrain, the Marshall Islands and Saint Lucia, CNBC said.
As a result of both moves, the news agency said, the blacklist would maintain nine jurisdictions deemed to facilitate tax avoidance. The other six are American Samoa, Guam, Namibia, Palau, Samoa and Trinidad and Tobago.

Actually the EU is an extreamly strong trading block. If Britain were to hold another referendum they would vote to stay in the EU. Leaving the EU is a big negative for the the British economy. Global trading blocks is where the world is at and it is unstoppable.

The same gangsters who are posing as regulators have captured the offshore banking market. The US alone controls 25 percent of that market, where it, like other European countries, secretly hold bank accounts of individuals from other countries. Yet they want to reach into jurisdictions, like The Bahamas, Cayman Islands and demand banking information. They threaten the smaller countries with sanctions and blackmail..err blacklisting to scare their customers away and then snatch them up like hungry buzzards. And just go read the scandals after scandals involving billions and billions of dollars in the EU and other membership countries. Probably not anymore. The Florida governor is cracking down. I think there will be some major changes. Less guns sold, harder to get them and having police stationed inside of the schools or at least satellite offices. Their overwhelming presents will help a lot. The link here is not with Russia being a part of the EU or not but the problem we are having with AK-47 weapons showing up on our streets and the US State Department simultaneously and repeatedly issuing travel advisories for this country. They are and have been manufacturing the weapons right next door to us. Who thinks that. Why can't black people own webshop's and casinos? I have read enough over the years Bahamians have had it very hard and I sincerely care. It should be so different. I don't understand why the Bahamas aren't a booming tourist's business. With lots of good jobs, not just entry level. Teenagers should be doing the entry level jobs, and work their way up. Some industry besides tourism would be great. As if you don't already know this. I really worry about you guys and pray for you often. It's going to take a lot to change, but it can happen. Starting once again at home with our young people. Education will be about change, because people will quit going with the flow and fight for change. Governments gain control by dumbing us down. And the people who are prescribing the opioids that are kill so many people are licensed pharmacists. So who is this law targeting? And despite it being legal in some form in at least 1/3 of the United States and scheduled to be legal in Canada later this year, the DEA still has marijuana listed as a schedule 1 drug along with drugs like cocaine and heroine. Jamaica is advising its guests (tourists) only to purchase marijuana in small quantities and to make sure to get rid of ‘everything ‘ before heading to the airport or any seaport to leave the island. Florida has just passed a law to stay on daylight savings time all year round, so when Bahamians travel there (October thru March) there will be a one hour difference in time as will be for persons traveling here from that state.

So Donald Trump can impose tariffs at will but The Bahamas was told to get rid of its customs duties and find other sources of revenue for government as customs duties are a barrier to trade. Donald Trump is trying to punish China and Japan for being successful in producing goods and services and selling them worldwide. But Trump should be mad with all the American companies that shut down operations, packed their bags, and moved their operations overseas, leaving the US a big empty shell and having to import ‘American’ products. And then we will have a new world order dominated by the Chinese with the Russians playing the rogue state role spoiler. With Trump complicit with Putin and elected with Putin's help, America is done like toast since no one is punishing the Russians for interfering in their democracy. The Russians are already interfering in the 2018 midterms.
So the only safe democracies for freedoms will be whatever is left of the EU, Norway, Sweden, Denmark, Iceland, Canada, Australia and New Zealand. The EU will be ruled over by the impressive GDP might of Germany, and America will be torn by civil strife between the gun-toting, psalm-singing ultra right, toothless retards and the enlightened left, with regular mass shootings at malls, churches, government buildings and job sites.
The Bahamas -- no problem mon. It will be underwater from climate change. No more blacklist. No more PLP. No more webshops. No more problems. No more crime problems.

There are 900 cruise ships currently under construction and yet this country pays cruise ship companies incentives amounting to millions of dollars to come to the Bahamas, as do most other Caribbean countries. This is only because The Bahamas and countries do not cooperate with each other while the cruise companies team together and make their demands. The time has come for these countries to and together to get their fair share of the cruise ship profits and stop paying ships to visit. In fact the time will come when the Bahamas will have to put greater restrictions on ships that visit and limit the number of visits in the interest of preserving other marine resources.
