FINANCE Minister K Peter Turnquest suggested the government was blindsided by the European Union’s decision to blacklist the country for being a tax haven, adding it was “disappointed” to learn of the move in light of having been engaged with the European Union on listing criteria as late as last week.

He said last December, the Bahamas signed onto the inclusive framework for the implementation of the Base Erosion Profit Shifting initiative with the the Organisation for Economic Co-operation and Development (OECD).

This was to solidify the Bahamas’ international commitment to comply with measures to avoid tax planning strategies used by multinational companies to exploit gaps and mismatched in tax rules to artificially shift profits to jurisdictions where there is low or now actual economic activity.

The decision, taken by EU tax experts, is expected to be endorsed by EU finance ministers at a regular monthly meeting on Tuesday, when the 28 EU governments are also expected to delist Bahrain, the Marshall Islands and Saint Lucia, CNBC has reported.

“The Bahamas is disappointed to have learned that the EU Code of Conduct Group (COCG) will be making a recommendation to the Council of the European Union next week to include The Bahamas on the EU List of non-cooperative jurisdictions for tax purposes,” the deputy prime minister said this evening in a press statement. “Throughout this process, The Bahamas has consistently been engaged with the OECD and the COCG on the EU listing criteria – including as late as last week. Therefore, this latest move is particularly surprising to us.

“In December 2017, The Bahamas signed onto the Inclusive Framework for the implementation of the Base Erosion Profit Shifting (BEPS) initiative with the OECD. This solidified our international commitment to comply with measures to avoid tax planning strategies used by multinational companies to exploit gaps and mismatches in tax rules to artificially shift profits to jurisdictions where there is low, or no actual economic activity. As of March 2018, a total of 113 countries and territories have joined the BEPS inclusive framework.”

The statement continued: “The Bahamas has taken immediate steps to reiterate its commitment to the European Union with respect to the non-facilitation of offshore structures and arrangements in the jurisdiction aimed at attracting profits without real economic substance for the purpose of profit shifting. Legislation is currently being drafted to give effect to the implementation of the BEPS minimum standards and to address gaps in our current regulatory regime identified by the COCG. We anticipate that this legislation will be laid in the House of Assembly by April 2018.

“Discussions were held today with the COCG represented by the Chair supported by the General Secretariat of the Council and assisted by the EU Commission, responding to their specific concerns, followed by formal letter. We believe the discussions were positive and remain hopeful that our efforts to address their concerns will result in the favourable consideration of The Bahamas as a cooperative tax jurisdiction.”

He said the government will continue to demonstrate its commitment to international regulatory standards and initiatives thereby ensuring that the Bahamas remains a clean, compliant and cooperative jurisdiction.

This comes after a CNBC report circulated that the Bahamas along with the US Virgin Islands and St Kitts and Nevis are set to be added next week to an EU blacklist of tax havens.

The decision, taken by EU tax experts, is expected to be endorsed by EU finance ministers at a regular monthly meeting on Tuesday, when the 28 EU governments are also expected to delist Bahrain, the Marshall Islands and Saint Lucia, CNBC said.

As a result of both moves, the news agency said, the blacklist would maintain nine jurisdictions deemed to facilitate tax avoidance. The other six are American Samoa, Guam, Namibia, Palau, Samoa and Trinidad and Tobago.

Our European Union Comrades over the course of the past nine-months have looked closely at official books state affairs and imperial apparatus red shirts - and have disappointingly concluded that the nation's stability is in trouble to at least year 2022.

How does one know a beast is dying? It lashes out willy nilly, trying in vain to assert itself.

The EU is in its deth-throes, and this is what beasts do while in their deth-throes, lash out stupidly. Who cares what the EU says? They're done. They were supposed to be the third coming of the third reich. Instead, the EU leadership is a small gaggle of mean, queerbait oddballs who dictate what color bananas must be sold. The EU so-called leadership has been a disaster.

Italy is about to give the EU its walking papers. The UK started the ball rolling with Brexit. Europeans are sick of being raped, bludgeoned, and murdered by 'migrants' whom the EU leadership weaponized for the purpose of subjugating Europe. One nation after another is telling the EU and its glass-eyed, micromanagerial petit tyrants to get lost.

So, of course the EU now seeks to bully the Bahamas in vain, feckless effort to look tough and save itself from utter irrelevancy.

The EU leadership likely wants to siphon back the fortunes which have been deposited in safe havens, for the express purpose of protecting said fortunes from the EU.

It's too late. The lopsided, 'new understanding' with Cuba is kaput, gone, finite de la comedia. Good news for the Bahamas.

For all the hoopla and BigKorpseorate socialist CEO's who bet the farm on the rejuvenation of Cuba, with no changes on part of the Cuban government, turns out tourists had no desire to visit East Germany with palm trees and twelve year old hookers.

That surely must have driven the pedophile Elites of the EU who frequent Cuba absolutely nuts. Here again, the EU seeks to punish the Bahamas for its own corrupt incompetence.

Perhaps the EU can next dictate what color sapodillas Bahamians will be allowed to eat.

Yes, the EU is just that effete, picayune, and obnoxious, which is why it's lashing out in its deth-throes.

Actually the EU is an extreamly strong trading block. If Britain were to hold another referendum they would vote to stay in the EU. Leaving the EU is a big negative for the the British economy. Global trading blocks is where the world is at and it is unstoppable.

Yes, Russia is trying to manipulate social media to undermine western democracies. It will fail over time because democratic/transparent governments are the best for its citizens. How many of you want to live in Russia or China?

Not sure why KP is surprised by the blacklisting. But everything seems to surprise these novices. Answer the following questions and you will see why we are blacklisted.

  1. How many financial crimes have been prosecuted in the Bahamas since our initial black listing in 2000? 0.
  2. Why do we have numbers houses/financial institutions?
  3. How quickly do we hand over information to developed world countries when financial crimes occur?
  4. Why are IBC not filing audited financial statements at the registry
  5. Why are nominee shareholders and directors still allowed
  6. Why are number houses doing banking services?
  7. Why is the Bank of the Bahamas forming a bridge between the numbers houses and the formal banking system.
  8. Why is the Bahamian government making positive comments on crypto currencies? These currencies are not regulated and its impossible to trace transactions.
  9. Why do we still have exchange controls?
  10. Why is government so non transparent. E.g. W&S, Oban and Baha Mar
  11. Why is our local markets closed to foreign ownership?
  12. Why does KP have something to say on almost anything that happens in this country. Where Minnis in all dis?

I could go on and on but whats the point. Ain nuttin ga change.

2

Islangal1 6 years, 1 month ago

The only sensible comment in the mix! The EU is where America stood 50 years ago. Times have changed and countries who refuse to change with it will not survive. He whole holds the GOLD makes the rules. The Bahamas does not have a leg to stand on against the EU.

Like you said observer2 IF another referendum was held today. There would be a resounding vote to remain in the EU. Brexit talks are on again/ off again and Britain is already feeling the pinch of the drop in migration, loss of revenues through business filing for bankruptcy or planning their exist to other EU countries.

1

observer2 6 years, 1 month ago

Thanks Islandgal1, even Scotland, which had a referendum to stay in the UK, now regrets it because they are being carried unwilling into Brexit.

So KP, please, please stop moaning about the EU and start real governmental reforms at the most fundamental levels. Before we fall into rogue nation status. Passing a bunch of financial laws and regulations is just lip service. Nothing is implemented because of financial systems are archaic in nature and our technology is way way behind. Ever tried to make a bank deposit in the Family Islands....good luck with that.

Yes. This is economic warfare. Yes, life is unfair. Deal with it Bahamas and grow a pair. All OECD did thus far on repealing the hurricane aid restriction was agreeing to investigate establishing a process for releasing short-term funding for countries impacted by “catastrophic humanitarian crises.” There was no firm commitment from the OECD to change the rules.

For the Cayman's for example, priorities outlined by the premier’s office also include better preparation ahead of time with adequate ships and supplies stationed in the region and more coordinated tactical planning before hurricane season. It has also proposed the concept of a regional emergency management body to improve preparation and cooperation between the territories as well as greater cooperation and pooling of resources between the U.K., U.S., France and the Netherlands, which all have territories in the region. The Cayman Islands is also seeking an improved agreement regarding help with restoring the electricity grid and water in the aftermath of natural disasters.

paul_vincent is right. The EU is on death's doorstep. They are getting a slap in the face from Italy and Hungary - and surprisingly Sweden has just proposed a new law that migrants have to pay back social assistance before they can apply for citizenship. Sweden has been hit the worst by the migrant wolves in sheep's clothing. Europeans (even in Germany now) are waking up to the fact that these so-called "poor" migrants are actually soldiers in an invading army (just like in the Bahamas).

K.P. should tell EU to go scratch. What do we sell there, a few crayfish? Trump is dealing with their stupid butts as we speak, with new tarriffs. You will soon see the British economy soar and that towel head mayor of London kicked out. People are getting tired of having their 12 year old daughters raped in the streets of that city and the news refusing to cover it. Dozens every week. Not to mention major roads being blocked several times per day by hundreds of idiots kneeling toward Mecca right in the damn road!!! Look it up. Hundreds of people. It would be like a Junkanoo parade going on Wulff Road 4 times per day blocking traffic EVERY day. These people are insane and simply need to be rounded up and deported like yesterday's trash before all of modern civilization is destroyed. It is a snowball effect...and once the snowball reaches a certain size there will be no stopping it.

3

JohnDoe 6 years, 1 month ago

We will continue to have this problem as long as you and others remain stupid and refuse to avail yourselves to basic facts and form rational opinions. What in the hell webshops have to do with the Bahamas as a tax haven? Cmon man lets pick up a damn book and begin to educate ourselves. These people serious and they coming for us and ignorance is not bliss!

0

observer2 6 years, 1 month ago

JohnDoe, please, please stop castigating everyone's comments as irrelevant. Webshops pose a moneylaundering risk which may lead to blacklisting by the EU. And money laumdering can be utilized for tax evasion. KP is trying to solve the issue with more laws and regulations. While the EU is looking at actions and outcomes.

When hundreds and hundreds of STRs are made by banks and trust companies since the 2000 black listing and absolutely nothing has come of any of them, what use is the STR Law?

When more and more E&Y reports are "handed over" to the police, what good is that if you never here of any budget increase for forensic specialists on the police force. What good if the Prosecutor's office, A/g's office or the courts don't get substantial budget increases and up to date technology and technical assistance to combat white collar crime?

You sound like an apologist for the webshops. Tell us why webshops are good for our country and help our financial system and uplift our people?

1

JohnDoe 6 years, 1 month ago

It pains me to use such strong language but your posts so deeply affronts facts, common sense and empirical evidence that I can only conclude that your ashamedly espousing of these views suggest that you are either wholly indifferent to fact and reason or else you are intentionally mischievous and thus a misinformation troll. Do you realize that this blacklisting relates to tax evasion/avoidance schemes used to target persons from EU countries. Schemes like the Enterprise Bill. What does that have to do with local webshops? My primary point is that we must raise the level of our discourse and debate and stop talking Shi_. Free speech is not license to talk Shi_.

The same gangsters who are posing as regulators have captured the offshore banking market. The US alone controls 25 percent of that market, where it, like other European countries, secretly hold bank accounts of individuals from other countries. Yet they want to reach into jurisdictions, like The Bahamas, Cayman Islands and demand banking information. They threaten the smaller countries with sanctions and blackmail..err blacklisting to scare their customers away and then snatch them up like hungry buzzards. And just go read the scandals after scandals involving billions and billions of dollars in the EU and other membership countries. These scandals involve bank spying, asbestos scandal, The Barings Bank going belly up after 300 years in operation, The Societe Bank scandal, the Volks Wagon emissions scandal, The Libor rigging scandal that caused Barclay's Bank and Royal Bank to be fined 6 BILLION, which RBC is apparently trying to recoup from its Bahamas clients with excessive fees, and Parmalat scandal involving a 3.9 billion FAKE account in Bank of America.

Do you know there is a company in Florida that manufacturers the Russian AK-47 ASSAULT RIFLE and ships it around the world? "County officials kept secret the name of the company being offered the incentives, as is typical in economic development deals, despite the use of taxpayer funds. Public documents mention in passing that the company made and distributed “firearms,” but use only its code name, “Project 762.” In fact, the company was Kalashnikov USA, the brand name of RWC Group LLC — a company identified in court papers as holding “the U.S. license to manufacture and sell world-renowned Kalashnikov firearms.” “Project 762 will continue to provide firearms products to meet growing market demand,” said the county staff’s approval recommendation. “Project 762’s business model aligns with the Board of County Commissioner’s vision: Unlimited Economic Opportunities.” The recommendation did not address the project’s possible non-economic impacts.

Is this where the AK-47's that are found in the Bahamas are coming from? Originally these weapons were made with Russian parts, but as US sanctions were brought against Russia preventing the imports, the rifles are now made with American made parts.

AND GUESS WHO OWNS THIS COMPANY?

Vladimir Putin, the president of Russia, is the majority shareholder

1

ashley14 6 years, 1 month ago

Probably not anymore. The Florida governor is cracking down. I think there will be some major changes. Less guns sold, harder to get them and having police stationed inside of the schools or at least satellite offices. Their overwhelming presents will help a lot. I can tell you i their presents is obvious. They are doing everything they can. A lot of big jobs have been lost over obvious mistakes, and people have opened their eyes. I'm so glad.

0

John 6 years, 1 month ago

The link here is not with Russia being a part of the EU or not but the problem we are having with AK-47 weapons showing up on our streets and the US State Department simultaneously and repeatedly issuing travel advisories for this country. They are and have been manufacturing the weapons right next door to us. One of their agencies allowed thousands of these and other weapons destined for Mexico to ‘go missing ‘ so now the connections are clear as day.

Who thinks that. Why can't black people own webshop's and casinos? I have read enough over the years Bahamians have had it very hard and I sincerely care. It should be so different. I don't understand why the Bahamas aren't a booming tourist's business. With lots of good jobs, not just entry level. Teenagers should be doing the entry level jobs, and work their way up. Some industry besides tourism would be great. As if you don't already know this. I really worry about you guys and pray for you often. It's going to take a lot to change, but it can happen. Bravo. Thank you for stating the truth. One among many qualities we love about the Bahamas and why our family loves to visit frequently is that Bahamians are Bahamians, not black, white or green Bahamians, just Bahamians.

A few are criminals, while most are decent, hospitable people. Despite what the media says, in America it's the same: most of us don't care one whit about color, it's an old divide-and-conquer trick played by cynical politicians.

Most Americans are on to the race-hustle, in which the usual suspects try to incite one group against another. We want nothing to do with their contrived races and class wars. There's nothing in it for anyone.

And the sooner everyone quits taking the bait, the more prosperous and harmonious societies will be.

The Economic War is just heating up as Donald Trump imposes tariffs on aluminum and steel coming from China and Japan but not from Canada and Mexico. But he still wants to build a wall along the Mexican boarder. Russia has sanctions that prevents it from selling its oil and other products in international markets but sells guns, including military grade Assault Rifles through its company in Florida. President Trump wants the death penalty for drug dealers but mass murderers, like The Cruz boy who killed 17, gets to sit in a Federal prison. And the people who are prescribing the opioids that are kill so many people are licensed pharmacists. So who is this law targeting? And despite it being legal in some form in at least 1/3 of the United States and scheduled to be legal in Canada later this year, the DEA still has marijuana listed as a schedule 1 drug along with drugs like cocaine and heroine. Jamaica is advising its guests (tourists) only to purchase marijuana in small quantities and to make sure to get rid of ‘everything ‘ before heading to the airport or any seaport to leave the island. Florida has just passed a law to stay on daylight savings time all year round, so when Bahamians travel there (October thru March) there will be a one hour difference in time as will be for persons traveling here from that state.

So Donald Trump can impose tariffs at will but The Bahamas was told to get rid of its customs duties and find other sources of revenue for government as customs duties are a barrier to trade. Donald Trump is trying to punish China and Japan for being successful in producing goods and services and selling them worldwide. But Trump should be mad with all the American companies that shut down operations, packed their bags, and moved their operations overseas, leaving the US a big empty shell and having to import ‘American’ products. Now American companies will have to play ‘catch up’ (and not be a hot source.

Minnis must stop kowtowing to the web shop thugs who now see BoB as their bank of choice for laundering their ill gotten gains.

Since Trump and his Trumptard followers have already killed American Exceptionalism, I am willing to bet that America dies as a superpower of influence before the EU entirely collapses. And then we will have a new world order dominated by the Chinese with the Russians playing the rogue state role spoiler. With Trump complicit with Putin and elected with Putin's help, America is done like toast since no one is punishing the Russians for interfering in their democracy. The Russians are already interfering in the 2018 midterms.

So the only safe democracies for freedoms will be whatever is left of the EU, Norway, Sweden, Denmark, Iceland, Canada, Australia and New Zealand. The EU will be ruled over by the impressive GDP might of Germany, and America will be torn by civil strife between the gun-toting, psalm-singing ultra right, toothless retards and the enlightened left, with regular mass shootings at malls, churches, government buildings and job sites.

The Bahamas -- no problem mon. It will be underwater from climate change. No more blacklist. No more PLP. No more webshops. No more problems. No more crime problems.

Happy Easter everyone.

There are 900 cruise ships currently under construction and yet this country pays cruise ship companies incentives amounting to millions of dollars to come to the Bahamas, as do most other Caribbean countries. This is only because The Bahamas and countries do not cooperate with each other while the cruise companies team together and make their demands. The time has come for these countries to and together to get their fair share of the cruise ship profits and stop paying ships to visit. In fact the time will come when the Bahamas will have to put greater restrictions on ships that visit and limit the number of visits in the interest of preserving other marine resources.
