It is not uncommon for government officials to quickly develop a paranoid fear of freedom of expression and opinions.

Some, like Goebbels, even delude themselves that "truth is the enemy of the state".

In fact, with Goebbels' ultimate goal in mind, they may actually take pride in such a sophomoric speech.
