We read in the paper that the government is unable to finance a clean up at the Prison, not for the prisoners but for the Prison Wardens.
Yet they can buy $1 million dollars worth of lime trees. How come?

The Government is willing to pay for the cleanup - but the wardens do not want an outside contractor to do it. They don't want any spotlight shined in there.
