Erskine May Parliamentary Practice Twentieth Edition at page 728 states...

“the committee bases its work on the reports which the Comptroller and Auditor General makes either to Parliament (on the appropriation and other accounts laid before Parliament) or direct to the committee (in response to requests made by the committee or on its own initiative). The Comptroller and Auditor General attend all meetings and regularly appears (as does the Treasury Officer of Accounts) as a witness. Other witnesses are normally the permanent secretaries of government departments,who (as accounting officers) have a direct and personal responsibility  for their department’s expenditure.”
