Secretary should not be signing

EDITOR, The Tribune.

IS there no one in the Office of the Prime Minister or the Attorney General’s Office who can advise that the Cabinet Secretary has no signing authority on behalf of Government and all documents - MOU’s - Heads of Agreement she may sign are worthless as are all those in the past from Kerzner forward.

Only Cabinet Ministers can delegate through their Permanent Secretary any MOU’s Heads of Agreement - Concessions and simplest approvals. Read the Constitution, please.

This press conference confirmed what most thought - the Principals double talked throughout a good example was their comment that they had financing and had spent a lot of money already then double take and confirmed they will only be able to do so with this Heads of Agreement and approval from their financing people to draw down so what did they say? Nothing really.

2000 local vendors - what do they mean 70 ban have retained 2000 local Cos?

80% of employees will be Bahamian - for a refinery impossible totally impossible.

Where is this development to be located? Still a secret - why? I think I know why they fear the public outcry. East of Riding Rock/Statoil obviously on pristine development land for tourism - remember that mega Resort ex-FNM Minister Russell wanted to develop?

Oh well we will wait to see if anything comes of this – regrettably with all the double talk I for one doubt it. No Bahamian attorneys present - interesting.
